The Black Swans of 9/11

One of my favorite analysts, Nassim Taleb, discusses the problems of retrospective analysis in a situation where prior and posterior risk assessments differ wildly. Now that is is evident to all that there is a hatchery for this particular type of malevolent swan, how do we proceed? That's a useful discussion. What the 911 commission has been doing is not helpful.
